Ruekert/Mielke Approach
Listening...Responding...Exceeding Expectations
Ruekert/Mielke understands the challenges faced by communities. Achieving the perfect balance between fiscal responsibilities, infrastructure that supports daily life, and those “extras” that make a community a desirable place to live is not easy. That is why we value the relationships we build with you so highly. By working together, we can develop solutions that are tailor made for your community.
Our multidisciplinary approach to solving problems will serve your community well. We combine technical proficiency with the ability to see the long-term consequences. This combination will save your community time, money and aggravation. At a time when every dollar in a municipal budget counts, why would you demand anything less than this approach?
Ruekert/Mielke works only for municipalities and there is no conflict of interest with developers.
What does “No Conflict of Interest” mean, exactly, to you as a client? Our conviction of only working with municipalities does not prejudice us when reviewing a developer’s plans or proposals on behalf of a municipality. We do not allow our priorities – serving our municipal clients – to become clouded by indebtedness to a developer for the promise of future development work in another community. You can’t serve two masters and equitably represent the best interests of both parties.
We serve ONLY our client communities, making sure that plans proposed by developers conform to the infrastructure standards set forth by the community. We make sure that this infrastructure will stand the test of time, thereby assuring lasting value and service to our clients. Ruekert/Mielke puts this promise in writing, in the form of a signed “Statement of No Conflict of Interest.”
Municipal Economics & Planning Approach
Economic, Fiscal & Planning Consultants for Local Governments

Municipal Economics & Planning approaches all of our work with a focus on sustainability, fairness and equity, and intergovernmental cooperation to solve local and regional issues.
By sustainability, we mean managing your resources in such a way today that they are able to support future generations. While sustainability often focuses on natural or environmental resources, we take a broader view of sustainability that includes economic resources and infrastructure.
Our concern for fairness and equity extends not only to equity between various groups of current stakeholders but also between current and future stakeholders. Whether developing a fair cost allocation for utility rates or intermunicipal service agreements, negotiating with a landfill for reasonable compensation to the host municipality, or balancing the interests of various stakeholders with regards to land use policies, we strive to promote fairness and equity. We stand by our work and only make recommendations that we are confident are fair, reasonable and defensible. Our fair, equitable, and balanced approach to every project ensures your community can weather legal challenges.
We actively support and promote intergovernmental cooperation and regional approaches to problem solving. Our strong track record of successfully negotiating these agreements includes the nationally recognized Racine Intergovernmental Cooperation Agreement, one of the largest property tax revenue sharing programs in the nation. Cooperation not only reduces costs but may also provide resolutions to problems that you as a single community may not be able to solve by yourself.
Monies saved and resources preserved through responsible financial and land-use policies, exploring opportunities for shared municipal services, careful long-range planning, and innovative funding can sustain a wide range of municipal services and projects that might not otherwise be available.
