Municipal Economics & Planning works hand in hand with municipalities to negotiate the complex process of acquiring and consolidating investor-owned or municipally owned utilities. The combined resources and experience of our Water Supply Department and Economics Group allows us to work seamlessly with clients through every step of the process, from system engineering evaluation and financial valuation, to negotiating the purchase agreement and/or intergovernmental agreements, obtaining Wisconsin Public Service Commission approvals, establishing new user charge rates, and combining or starting up utility operations.
