20-Year Planning

Village of Bonduel, Wisconsin

What is in Your Capital Improvement Program?

What was Bonduel’s issue or challenge?

It’s a common theme among communities like yours. Those dreaded words that no one likes to hear. Recession. Decreased revenue. Balanced budgets. The Village of Bonduel was no different. They wanted to maintain the expected level of service for their residents. But what was that service? What was most important? And where was the best place to spend money? They came to us with these questions. What they found were unique solutions.

How did R/M assist Bonduel in solving the problem?

The Capital Improvement Plan started with an assessment of all of the Village’s infrastructure assets, which included:

Water and sewer systems
Storm water system
Roadways
Parks
Municipal facilities vehicles
Technology needs

Once this assessment was completed, we met with each of the Village’s departments to evaluate the condition of their assets and discuss level of service they hoped to provide. This led to identifying the capital improvements that may be needed for the next 20-years.

How has Bonduel benefited from a Capital Improvement Program?

Determining where and how to spend money is no longer a battle within this Village. The 20-year Capital Improvement Plan provided a roadmap for the Village’s capital projects in addition to boosting the financial condition of each of the Village’s funds including the general fund, the sewer utility, the water utility and the tax incremental district.
